Ok, maybe not the worst, but pretty damn close to it.
Rampart was a movie where Woody Harrelson is a "crooked" cop who smokes cigarettes.
He does other stuff too, but mostly smokes cigarettes.
Woody did a great job in his role, but the movie itself was a total waste of time.
